Allow 'invite' only learners to book available slots#199

Our Expression of Interest published activities create an EOI List , from there we invite up to 10 places for booking, however ‘anyone’ can then book those sessions once published. So can we ‘flag’ each learner who we send a personal invite allowing them ‘only’ to book.
